In 19th century Russia, prisoners were exiled to places like Siberia and Khirgizistan (maybe even kazakhstan, that would explain Borat). George Kennan spent two years in Russia, undertaking what must have been an ardous 5000 mile journey overland to St. Petersburgh. He writes that in 1881 Tsar Alexander II exiled a huge number of Russian revolutionists to Siberia and the mines of the Trans-Baikal. While there, he met with many revolutionists, some of who would go on to play a large role in the creation of the Soviet Union.
